{"id":1950,"date":"2010-05-05T09:38:40","date_gmt":"2010-05-05T16:38:40","guid":{"rendered":"http:\/\/nocapx2020.info\/?p=1950"},"modified":"2010-05-05T10:05:41","modified_gmt":"2010-05-05T17:05:41","slug":"plainview-yesterday-pine-island-today","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=1950","title":{"rendered":"Plainview yesterday, Pine Island today!"},"content":{"rendered":"<p>For a copy of the application call Xcel at 800-238-7968 or email lacrosseinfo@capx2020.com<\/p>\n<p>You really need an application to deal with this.<\/p>\n<p>Today&#8217;s CapX 2020 EIS Scoping Meeting (not hearing) sponsored by Commerce\/MOES is in Pine Island:<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #ff6600;\"><strong>May  5, 2010 &#8211; 1:30 &amp;  6:30 p.m.<br \/>\nPine Island<br \/>\nAmerican Legion<br \/>\n108 1st Avenue SE<\/strong><\/span><\/p>\n<p>What happened yesterday?\u00c2\u00a0 On thing that caught my attention was that one of the farmers who testified was a &#8220;Wurst&#8221; as in John Wurst of Florence Township &#8212; they&#8217;re cousins.\u00c2\u00a0 He has a landing strip, and noted that the lines would interfere with safe operation, and that he&#8217;d shut it down &#8220;for adequate compensation.&#8221;\u00c2\u00a0 THAT&#8217;S one negotiation I&#8217;d like to see!<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/dsc00403.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-1951\" title=\"dsc00403\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/dsc00403-300x225.jpg\" alt=\"dsc00403\" width=\"300\" height=\"225\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/dsc00403-300x225.jpg 300w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/dsc00403.jpg 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a>CREDIT WHERE CREDIT IS DUE DEPT:\u00c2\u00a0 Matt Langan did a very good job in his moderation of the meeting, much better than some MOES toadies who have blighted the landscape.<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/moes-tavern.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-thumbnail wp-image-1952\" title=\"moes-tavern\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/moes-tavern-150x150.jpg\" alt=\"moes-tavern\" width=\"150\" height=\"150\" \/><\/a>Now the important thing in this is that we&#8217;ve got to get in comments that are relevant to the task, which is letting Commerce know what to include in the EIS and what we will raise a ruckus about if it is NOT there.\u00c2\u00a0 Things like missing state parks, or EMF modeling that does not come close to the amp levels expected, or that little matter of the connection from the Prairie Island-Blue Lake line to the Hampton substation (is it under the 1,500 foot threshold for a Certificate of Need?\u00c2\u00a0 I doubt it!).<\/p>\n<p>Hint: Use the RUS information as a guide on what to cover &#8212; WHY WON&#8217;T COMMERCE WORK WITH RUS?\u00c2\u00a0 WHY THE DUPLICATION OF EFFORT?\u00c2\u00a0 It&#8217;s absurd&#8230;<\/p>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/03\/rus_scoping_report_022010.pdf\"><strong>RUS (USDA) Scoping Report<\/strong><\/a><\/p><\/blockquote>\n<p style=\"text-align: left;\">Once more with feeling, what are the criteria?\u00c2\u00a0 The specific  factors considered from Minn.   \/* Style Definitions *\/  table.MsoNormalTable \t{mso-style-name:\"Table Normal\"; \tmso-tstyle-rowband-size:0; \tmso-tstyle-colband-size:0; \tmso-style-noshow:yes; \tmso-style-parent:\"\"; \tmso-padding-alt:0pt 5.4pt 0pt 5.4pt; \tmso-para-margin:0pt; \tmso-para-margin-bottom:.0001pt; \tmso-pagination:widow-orphan; \tfont-size:10.0pt; \tfont-family:\"Times New Roman\";} --> <!--[endif]--><\/p>\n<blockquote>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">In determining  whether to issue a permit for a large electric power generating plant or  a high voltage transmission line, the commission shall consider the  following:<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">A. effects on  human settlement, including, but not limited to, displacement, noise,  aesthetics, cultural values, recreation, and public services;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">B. effects on  public health and safety;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">C. effects on  land-based economies, including, but not limited to, agriculture,  forestry, tourism, and mining;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">D. effects on  archaeological and historic resources;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">E. \u00c2\u00a0effects on the  natural environment, including effects on air and water quality  resources and flora and fauna;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">F. \u00c2\u00a0effects on  rare and unique natural resources;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">G. \u00c2\u00a0application of  design options that maximize energy efficiencies, mitigate adverse  environmental effects, and could accommodate expansion of transmission  or generating capacity;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">H. \u00c2\u00a0use or  paralleling of existing rights-of-way, survey lines, natural division  lines, and agricultural field boundaries;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">I. \u00c2\u00a0use of  existing large electric power generating plant sites;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">J. \u00c2\u00a0use of  existing transportation, pipeline, and electrical transmission systems  or rights-of-way;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">K. \u00c2\u00a0electrical  system reliability;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">L. \u00c2\u00a0\u00c2\u00a0csts of  constructing, operating, and maintaining the facility which are  dependent on design and route;<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">M. \u00c2\u00a0adverse human  and natural environmental effects which cannot be avoided; and<\/a><\/p>\n<p class=\"MsoNormal\"><a href=\"https:\/\/www.revisor.mn.gov\/rules\/?id=7850.4100\">N. \u00c2\u00a0irreversible  and irretrievable commitments of resources.<\/a><\/p>\n<\/blockquote>\n<p>And here&#8217;s a form that should trigger some comments:<\/p>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2010\/05\/commentform.pdf\">Comment Form with criteria<\/a><\/p><\/blockquote>\n<p>You have until May 20th to send comments in.\u00c2\u00a0\u00c2\u00a0 As stolen from the MOES website:<\/p>\n<blockquote>\n<p style=\"text-align: left;\"><em>The OES will accept written comments on the  scope of the EIS until May 20, 2010.\u00c2\u00a0\u00c2\u00a0 Please include PUC Docket No.  TL-09-1448 on your comments.
