{"id":3167,"date":"2011-05-12T07:19:52","date_gmt":"2011-05-12T14:19:52","guid":{"rendered":"http:\/\/nocapx2020.info\/?p=3167"},"modified":"2011-05-12T08:03:59","modified_gmt":"2011-05-12T15:03:59","slug":"fargo-st-cloud-public-exceptions-filed","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=3167","title":{"rendered":"Fargo-St. Cloud &#8211; Public Exceptions Filed"},"content":{"rendered":"<p>There are some interesting public exceptions filed in the Fargo-St. Cloud routing docket, with the past coming back to haunt us, again:<\/p>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/letter-20115-62386-01.pdf\">Zimmer Letter<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/letter-20115-62386-01.pdf\"><\/a><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/landgrant-20115-62386-02.pdf\">Zimmer Land Grant<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/publicexceptions-20115-62479-01.pdf\">Public Exceptions &#8211; posted today<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/publicexceptions-may10-20115-62391-01.pdf\">Public Exceptions &#8211; filed May 10<\/a><\/p><\/blockquote>\n<p>Note that some of the comments raise the problem of siting the Quarry substation in the St. Cloud to Monticello docket (09-246), and I remember how hard it was to get the route out of the Quarry substation towards Monticello into the record, the judge claiming it wasn&#8217;t relevant (traversing some of the same terrain?\u00c2\u00a0 HUH?).\u00c2\u00a0 One end of this line was already established, a factor in routing of this line, and that shouldn&#8217;t be&#8230; the entire Fargo-Monticello project was granted the Certificate of Need, not parts of it, and it should have all proceeded as one, and not been split up.<\/p>\n<p>Why was it split up?\u00c2\u00a0 I can&#8217;t help but think that pulling out the St. Cloud-Monticello piece had everything to do with the NAWO (George Crocker) and CETF agreement that this part of the larger line was &#8220;needed&#8221; in the Certificate of Need proceeding:<\/p>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/naws-michauddirectp27-29-5230037.pdf\">NAWO &#8211; Direct Testimony of Michaud p 27-29<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/nawo-p34-5659631.pdf\">NAWO &#8211; Initial Brief<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/05\/cetf-p44-45-5659550.pdf\">CETF- Initial Brief p. 44-45<\/a><\/p><\/blockquote>\n<p>St. Cloud to Monticello is needed?\u00c2\u00a0 HUH?\u00c2\u00a0 This theory also provides the perfect avenue for additional Monticello uprate generation to get on the grid, perhaps it&#8217;s related to the Paynesville wind project?\u00c2\u00a0 But it makes no electrical sense with a NW to SE powerflow, no source to the St. Cloud beginning, so why argue that this isolated radial line is &#8220;needed&#8221; or is any solution to any need claim?\u00c2\u00a0 Reading these arguments, it makes no sense.\u00c2\u00a0 So why?
