{"id":3662,"date":"2011-12-21T19:52:01","date_gmt":"2011-12-22T02:52:01","guid":{"rendered":"http:\/\/nocapx2020.info\/?p=3662"},"modified":"2011-12-21T19:53:43","modified_gmt":"2011-12-22T02:53:43","slug":"wisconsin-deis-comments-due-friday","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=3662","title":{"rendered":"Wisconsin DEIS Comments due FRIDAY!"},"content":{"rendered":"<p>Quick, fire off some comments on the Wisconsin Draft Environmental Impact Statement.<\/p>\n<p>You can find the document at the ERFsite &#8211; go to<a href=\"www.psc.wi.gov\"> www.psc.wi.gov<\/a>, scroll down the screen to where you enter a docket number, and enter &#8220;05-CE-136&#8221; and then scroll down to the DEIS.\u00c2\u00a0 Scroll down to November 8, 2011, for the pieces of the DEIS.<\/p>\n<p>Most important is the narrative, and Volume 2 is the maps, they&#8217;re quite large.<\/p>\n<p>Here are most of the chapters, I had trouble with Chapter 8, so it&#8217;s not there, that&#8217;s the Q-1 Galesville Route, you have to go to the ERF site, as above, to get it.<\/p>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-0-execsummary.pdf\">Chapter 0 &#8211; Executive Summary<\/a><\/p><\/blockquote>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-1-overview-regulatory.pdf\">Chapter 1 &#8211; Overview &#8211; Regulatory<\/a><\/p><\/blockquote>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-2-need.pdf\">Chapter 2 &#8211; Need<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-3-potential-system-solutions.pdf\">Chapter 3 &#8211; Potential System Solutions<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-4-miss-river-holmen-description-alternatives.pdf\">Chapter 4 &#8211; Mississippi River &#8211; Holmen Description &amp; Alternatives<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-5-enviro-impacts-mitigation.pdf\">Chapter 5 &#8211; Environmental Impacts and Mitigation<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-6-new-briggs-substation.pdf\">Chapter 6 &#8211; New Briggs Substation<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-7-q-1-route.pdf\">Chapter 7 &#8211; Q-1 Hwy 35\u00c2\u00a0 Route<\/a><\/p>\n<p>Chapter 8 &#8211; trouble downloading<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-9-q-1-hwy-88.pdf\">Chapter 9 &#8211; Q-1 Hwy 88 Route<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-10-arcadia.pdf\">Chapter 10 &#8211; Arcadia Route<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-11-ettrick.pdf\">Chapter 11 &#8211; Ettrick<\/a><\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/chapter-12-summary-comparison-of-impacts.pdf\">Chapter 12 &#8211; Summary and Comparison of Impacts<\/a><\/p><\/blockquote>\n<p>I had high hopes for this DEIS.\u00c2\u00a0 Silly me.<\/p>\n<p>An important but simple thing to note in your comments &#8212; THEY&#8217;VE GOT THE NAME WRONG!!!!\u00c2\u00a0 As in Minnesota, the Applicants applied for a project called the &#8220;Hampton-Rochester-LaCrosse Transmission Project.&#8221;\u00c2\u00a0 That&#8217;s easy to remember, it&#8217;s the start, middle and end of the line they&#8217;re proposeing.\u00c2\u00a0 But look at the DEIS &#8211; it&#8217;s entitled:<\/p>\n<blockquote><p><strong><span style=\"color: #ff6600;\">Alma-LaCrosse 345kV Transmission Project<\/span><\/strong><\/p><\/blockquote>\n<p>SAY WHAT?!?!?!?!\u00c2\u00a0 Where does that &#8220;Alma-LaCrosse&#8221; come from &#8212; there&#8217;s not even a substation planned for Alma! That&#8217;s not the name of this project!<\/p>\n<p>And it gets worse from there.\u00c2\u00a0 Here&#8217;s a part that really sticks in my craw:<\/p>\n<blockquote><p>The applicants\u00e2\u20ac\u2122 decision on the proposed crossing was <strong><span style=\"color: #ff0000;\">reinforced<\/span><\/strong> during the state of Minnesota EIS scoping process in the spring of2010.\u00c2\u00a0 The Minnesota Office of Energy Security (OES) convened two advisory task forces and a public scoping comment period on the issues and route alternatives that should be evaluated in the Minnesota EIS.\u00c2\u00a0 <strong><span style=\"color: #ff0000;\">If the comments from the task forces and the public did not indicate that the LaCrosse crossing should be reevaluated in addition to the Alma crossing, then the scope of the Minnesota EIS would include the Alma crossing as the only crossing.<\/span><\/strong> The OES scoping decision in August 2010<strong><span style=\"color: #ff0000;\"> confirmed<\/span><\/strong> the Alma crossing as the one to be carried through the two states\u00e2\u20ac\u2122 review processes.\u00c2\u00a0 See appendix D, the Executive Summary of the Minnesota EIS, page 1 .<\/p>\n<p>Wisconsin PSC DEIS, p. 36 (emphasis added).<\/p><\/blockquote>\n<p>HUH???\u00c2\u00a0\u00c2\u00a0 There is NO basis for this paragraph, ZERO.\u00c2\u00a0 It&#8217;s utterly false.\u00c2\u00a0 The Applicant&#8217;s decision to present only one option for a Mississippi River crossing was NOT &#8220;reinforced,&#8221; it was loudly challenged, and over and over and over in the Scoping Comments and by the Task Force, there were demands that there be more than one option.\u00c2\u00a0 And it gets worse:<\/p>\n<blockquote><p><em><strong><span style=\"color: #ff0000;\">If  the comments from the task forces and the public did not indicate that  the LaCrosse crossing should be reevaluated in addition to the Alma  crossing, then the scope of the Minnesota EIS would include the Alma  crossing as the only crossing.<\/span><\/strong><\/em><\/p><\/blockquote>\n<p>Come on, folks, what&#8217;s the basis for this!??!\u00c2\u00a0 I was there, and it just doesn&#8217;t exist.\u00c2\u00a0\u00c2\u00a0 The Task Force &#8220;facilitator&#8221; tried to boot me out of the meeting when a Task Force member asked why there was only one Mississippi River crossing, and I dared, <strong>DARED<\/strong>, to state that <a href=\"http:\/\/www.rurdev.usda.gov\/UWP-CapX2020-Hampton-Rochester-LaCrosse.html\"><strong>USDA&#8217;s RUS<\/strong><\/a> is reviewing 3 Mississippi River Crossings, at Alma, Winona and LaCrosse.<\/p>\n<blockquote>\n<h3 id=\"post-2140\" class=\"storytitle\"><a rel=\"bookmark\" href=\"..\/?p=2140\">I\u00e2\u20ac\u2122m asking you to leave\u00e2\u20ac\u00a6<\/a><\/h3>\n<\/blockquote>\n<p>&#8230;sigh&#8230; so now, what do we comment on?<\/p>\n<p>I&#8217;d focus on noting whether all potential impacts are laid out, and look for EVALUATION, and ANALYSIS, not just a laundry list of what the impacts might be.<\/p>\n<p>To make this a little easier, check this out:<\/p>\n<blockquote><p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/comment-form.pdf\"><\/a><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2011\/12\/comment-form.pdf\">COMMENT FORM<\/a><\/p><\/blockquote>\n<p>Now get to work!<\/p>\n<p>Here&#8217;s what the<\/p>\n<p><em><strong><span style=\"color: #ff0000;\"><br \/>\n<\/span><\/strong><\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Quick, fire off some comments on the Wisconsin Draft Environmental Impact Statement.
