{"id":4648,"date":"2012-11-25T11:11:07","date_gmt":"2012-11-25T18:11:07","guid":{"rendered":"http:\/\/nocapx2020.info\/?p=4648"},"modified":"2012-11-25T11:46:32","modified_gmt":"2012-11-25T18:46:32","slug":"4648","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=4648","title":{"rendered":"Tuesday &#8211; Gov&#8217;s Environmental Review meetings begin!"},"content":{"rendered":"<p>Starts in Rochester on Tuesday MORNING at 9:30 a.m.\u00c2\u00a0 Whose brilliant idea was that, who can show up at 9:30 a.m. on a Tuesday?<\/p>\n<p>How did this slashing of environmental review, started under Pawlenty, continue under Gov. Mark Dayton?\u00c2\u00a0 It started right after Dayton got into office, with Executive Order 11-04:<\/p>\n<blockquote>\n<p class=\"MsoNormal\" style=\"margin-bottom: 0.0001pt; line-height: normal;\"><a href=\"http:\/\/mn.gov\/governor\/multimedia\/pdf\/Executive_Order-EO_11-04.pdf\"><strong><span style=\"color: #00ff00;\"><span style=\"font-size: 13.5pt;\">E.O. 11-04 Establishing Goals and Procedures to Ensure that Certain Environmental Permits are Issued More Efficiently<\/span><\/span><\/strong><\/a><\/p>\n<\/blockquote>\n<p>That E.O. pushed the MPCA and DNR to ram through permits through FAST  (and delay has NOT been a demonstrable problem, because the delays have  been caused by applicants not providing required information) as if  that &#8220;improves&#8221; environmental review.<\/p>\n<p><strong>A<\/strong>nd then comes Gov. Dayton&#8217;s Executive Order 11-32, which started this round:<\/p>\n<blockquote>\n<h2><a href=\"https:\/\/legalectric.org\/f\/2011\/11\/eo-11-32.pdf\">Executive Order 11-32<\/a><\/h2>\n<\/blockquote>\n<p>He&#8217;s pushing for &#8220;streamlining&#8221; and those words are just so  wrongheaded.\u00c2\u00a0 And they way he&#8217;s doing it, all this activity at the EQB  making recommendations on &#8220;improving environmental review&#8221; and  &#8220;governance and coordination&#8221; BEFORE they have the public meetings and  this &#8220;Environmental Congress.&#8221;\u00c2\u00a0 So tell me, how is it that the fix isn&#8217;t  in, and we&#8217;re now going through the motions after it&#8217;s already a done  deal?\u00c2\u00a0 Do tell, how are these &#8220;oh-so-proud we&#8217;re DFL&#8221; Democrats any  better than the &#8220;strip-the-funding-until-regulation-collapses&#8221;  Republicans?\u00c2\u00a0 It&#8217;s bad news any way you look at it.<\/p>\n<p>But yes, let&#8217;s look at it.<\/p>\n<p>Here&#8217;s what the EQB released last week.\u00c2\u00a0 Deputy Commissioner Bill Grant (<a href=\"https:\/\/legalectric.org\/f\/2010\/03\/settlement-agreement-02-2152-me3-waltons-mcea-nawo.pdf\">Settlement  Agreement &#8211; ME3(Fresh Energy), Izaak Walton League, Minnesota Center  for Environmental Advocacy, North American Water Office<\/a>) now in  charge of Energy Facilities Permitting, and Matt Langan (who now works  for Xcel, so two different sources have said, way to go Matt&#8230; sigh&#8230;  after blowing environmental review on CapX Hampton-La Crosse, omitting  transmission where there&#8217;s a HUGE corridor, and saying there&#8217;s  transmission where there is none, GOOD JOB!) were to do the &#8220;Report  Card.&#8221;\u00c2\u00a0 They have no business doing any such thing, are uniquely  disqualified.\u00c2\u00a0 But Matt left, leaving Bill Grant&#8230; that environmental  review is in any way in his hands is disturbing.<\/p>\n<ul>\n<li><a href=\"http:\/\/www.eqb.state.mn.us\/resource.html?Id=32997\">Evaluation and Recommendations for Improving Environmental Review<\/a><\/li>\n<li><a href=\"http:\/\/www.eqb.state.mn.us\/resource.html?Id=32999\">Recommendations for Environmental Governance and Coordination<\/a><\/li>\n<li><a href=\"http:\/\/www.eqb.state.mn.us\/resource.html?Id=32996\">Minnesota Environment and Energy Report Card<\/a><\/li>\n<\/ul>\n<p>Reading the <a href=\"http:\/\/www.eqb.state.mn.us\/resource.html?Id=32997\">Evaluation and Recommendations for Improving Environmental Review<\/a>, maybe the Comments got through to some extent.\u00c2\u00a0 The ultimate recommendations are better than the draft, for sure.<\/p>\n<p>OH MY!\u00c2\u00a0 The <a href=\"http:\/\/www.eqb.state.mn.us\/resource.html?Id=32999\">Recommendations for Environmental Governance and Coordination<\/a> are even better, recommending no changes to recognizing that there isn&#8217;t sufficient staff to do the work.\u00c2\u00a0 The MPCA part could still be a problem, as it recommends MPCA address how to change, so keep on it!<\/p>\n<p>Some of the meetings are this week, starting Tuesday at TOO EARLY O&#8217;CLOCK!\u00c2\u00a0 It  looks to me that Ellen Anderson is doing for Dayton what Mike Bull did  for Pawlenty (well, among other things), these dog and pony shows across  the state.\u00c2\u00a0 I&#8217;ve been passing out handouts about this hoping to get  folks to turn out and give them a piece of their mind about what  &#8220;improvement&#8221;
