height=\"183\" \/><\/a><\/p>\n<p>Once again, Center for Rural Affairs is sticking their nose in where it does not belong, this time in Wisconsin, this time on the Badger Coulee transmission project.\u00c2\u00a0 We&#8217;ve noticed them nose under the tent on the <a href=\"http:\/\/www.cfra.org\/news\/130730\/recharged-energy-interns-go-des-moines\"><strong>ITC Midwest MN\/IA transmission line<\/strong><\/a>.\u00c2\u00a0 They&#8217;re really getting around&#8230;<\/p>\n<p>But it&#8217;s what they get paid to do, promote transmission, so they&#8217;re doing it, and misleading people along the way.\u00c2\u00a0 Earlier today, I heard and saw that the Wisconsin Eye moderator dropped their name twice&#8230; why would that be&#8230; and they used a map they said was from Center for Rural Affairs, but if you look at the map, it&#8217;s Xcel and ATC:<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/06\/map.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-5475\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/06\/map.jpg\" alt=\"map\" width=\"425\" height=\"274\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/06\/map.jpg 735w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/06\/map-300x193.jpg 300w\" sizes=\"auto, (max-width: 425px) 100vw, 425px\" \/><\/a><\/p>\n<p>Anyway, here&#8217;s the article that got me going:<\/p>\n<blockquote><p><a href=\"http:\/\/www.thecountrytoday.com\/country_life\/article_e00a1b0a-ea61-11e3-a1ac-0019bb2963f4.html\"><span style=\"color: #ff0000;\"><strong>Power Struggle: Public Input Sought on Badger Coulee Transmission Line<\/strong><\/span><\/a><\/p><\/blockquote>\n<p>And so I fired off a missive to the writer and editor &#8212; we shall see&#8230;<\/p>\n<p>What&#8217;s wrong?<\/p>\n<p style=\"padding-left: 30px;\">From the article:<\/p>\n<blockquote>\n<div class=\"encrypted-content\">\n<p><i>Lu Nelsen, energy policy associate for the Center for Rural Affairs, said the Badger Coulee line is one of several projects in the Midwest currently seeking to <b><span style=\"color: #ff0000;\">improve<\/span><\/b> energy transmission for the region.<\/i><\/p>\n<\/div>\n<div class=\"encrypted-content\">\n<p><i>He described the project as a <span style=\"color: #ff0000;\"><b>much-needed update<\/b><\/span> to the state\u00e2\u20ac\u2122s electronic transmission grid and a <span style=\"color: #ff0000;\"><b>step forward for renewable energy<\/b><\/span>.<\/i><\/p>\n<\/div>\n<div class=\"encrypted-content\">\n<p><i>\u00e2\u20ac\u0153The main focus of this project is to <span style=\"color: #ff0000;\"><b>improve reliability<\/b><\/span> and <span style=\"color: #ff0000;\"><b>cut down on congestion<\/b><\/span> while also opening up transmission for <span style=\"color: #ff0000;\"><b>new energy<\/b><\/span> development,\u00e2\u20ac\u009d he said.<\/i><\/p>\n<\/div>\n<div class=\"encrypted-content\">\n<p><i>Among the concerns raised by those in opposition of the project are how it will affect farms and rural landowners in its path.\u00c2\u00a0 <span style=\"color: #ff0000;\"><b>(Nelson and CfRA do NOT speak for those in opposition to the project, they are promoting the project.)<\/b><\/span><br \/>\n<\/i><\/p>\n<\/div>\n<div class=\"encrypted-content\">\n<p><i>\u00e2\u20ac\u0153People are concerned about \u00e2\u20ac\u02dcWhat does this mean for my land, for the protected areas around me?\u00e2\u20ac\u2122 \u00e2\u20ac\u009d Nelsen said. \u00e2\u20ac\u0153That\u00e2\u20ac\u2122s one of the reasons why these meetings are so important, because it\u00e2\u20ac\u2122s <span style=\"color: #ff0000;\"><b><span style=\"text-decoration: underline;\">the one chance<\/span><\/b><\/span> to clarify where those concerns may lie.\u00e2\u20ac\u009d<\/i><\/p>\n<\/div>\n<div class=\"encrypted-content\">\n<p><i>Nelsen said the developers would obtain easements for land the line would cross and the land underneath the lines could still be farmed or used for grazing.<\/i><\/p>\n<\/div>\n<\/blockquote>\n<p style=\"padding-left: 30px;\">Nelson repeatedly states that this is \u00e2\u20ac\u0153the one chance\u00e2\u20ac\u009d or \u00e2\u20ac\u0153last chance\u00e2\u20ac\u009d to speak out, and that is just plain false (see \u00e2\u20ac\u0153last chance\u00e2\u20ac\u009d subject heading below).\u00c2\u00a0 This Wisconsin project is just beginning, and the meetings now are scoping for the environmental review.\u00c2\u00a0 There will be another group of meetings for public comments on the DEIS, and another group of meetings as the \u00e2\u20ac\u0153public hearing.\u00e2\u20ac\u009d\u00c2\u00a0 Either he doesn\u00e2\u20ac\u2122t know enough about the process to be accurate, or is trying to mislead people.\u00c2\u00a0 Either way, he\u00e2\u20ac\u2122s not an authority.<\/p>\n<p style=\"padding-left: 30px;\">The most important factoid jumping out is that both ITC Midwest\u00e2\u20ac\u2122s MN\/IA project and the Badger Coulee project are MISO \u00e2\u20ac\u0153MVP Portfolio\u00e2\u20ac\u009d projects, projects that are for a private purpose, that of moving electricity out of the Dakotas across the Midwest to points east.\u00c2\u00a0 It is not about wind, it is about surplus coal generation that is searching for a market beyond our \u00e2\u20ac\u0153Zone 1\u00e2\u20ac\u00b3 area, and because the electric industry is now market-based, if it can be theoretically shipped anywhere, it can be sold anywhere.\u00c2\u00a0 MISO\u00e2\u20ac\u2122s witness Chatterjee admitted last week at the ITC evidentiary hearing that this was so:<\/p>\n<blockquote style=\"padding-left: 30px;\"><p><em>That was significantly mitigated by the Mid-MISO MVP and the out-year analysis MISO identified an increase as stated in my direct testimony of over 2,000 megawatts of transfer capability.\u00c2\u00a0 Again, that is important because that is a transfer capability analysis where an objective function is defined.\u00c2\u00a0 You\u00e2\u20ac\u2122re trying to move capacity resources or, capital P, capital R, planning resources.\u00c2\u00a0 These are <b><span style=\"color: #ff0000;\">baseload units that you\u00e2\u20ac\u2122re<\/span><\/b> <b><span style=\"color: #ff0000;\">moving from local resource zone one for utilization<\/span><\/b> <b><span style=\"color: #ff0000;\">in all of the other MISO local resource zones for<\/span><\/b> <b><span style=\"color: #ff0000;\">every load to meet their local \u00e2\u20ac\u201d to meet their<\/span><\/b>\u00c2\u00a0 <b><span style=\"color: #ff0000;\">planning reserve margin requirement.<\/span><\/b><\/em><\/p><\/blockquote>\n<blockquote style=\"padding-left: 30px;\"><p><em>So you know how much you need and you know what you\u00e2\u20ac\u2122re transferring, you\u00e2\u20ac\u2122re transferring\u00c2\u00a0 capacity resources, <b><span style=\"color: #ff0000;\">baseload units<\/span><\/b>, and wind also,\u00c2\u00a0 but wind has a very small capacity credit value.\u00c2\u00a0\u00c2\u00a0 And we identified a significant benefit there.\u00c2\u00a0 So\u00c2\u00a0 that is an important context.<\/em><\/p><\/blockquote>\n<p style=\"padding-left: 30px;\">Transcript, p. 94-95, May 19, 2014(<strong><span style=\"color: #ff0000;\">emphasis added<\/span><\/strong>) (available at public libraries in the project area, YES!!!!!!).<\/p>\n<p style=\"padding-left: 30px;\">As this Badger Coulee transmission project goes forward, I hope that people are more cognizant of the interests represented.\u00c2\u00a0 Many of the PSC docket intervenors, such as Wind on the Wires, Fresh Energy and Izaak Walton League, together with their attorney Minnesota Center for Environmental Advocacy receive significant grants to promote transmission, from RE-AMP and others such as the Energy Foundation\/McKnight.\u00c2\u00a0 Other Badger Coulee docket intervenors paid to advocate for transmission and RE-AMP participants include Clean Wisconsin, Citizens Utility Board and Environmental Law and Policy Center.\u00c2\u00a0 <strong><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/04\/RE-AMP_Foundations_Master_Grant_List-1.pdf\">RE-AMP_Foundations_Master_Grant_List.<\/a><\/strong>\u00c2\u00a0 Does Center for Rural Affairs, and do the others, disclose their<a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/04\/RE-AMP_Foundations_Master_Grant_List-1.pdf\"> transmission advocacy financial obligations?<\/a><\/p>\n<p style=\"text-align: center;\">++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++<\/p>\n<p>Again, this missive below was sent by Center for Rural Affairs to many conservation, environment and preservation organizations last week, &#8220;Subject: Last Chance to Weigh in on WI Transmission Line&#8221; which is flat out false, this docket is just
