PINE ISLAND \u00e2\u20ac\u201c Despite the recent rains, CapX2020 crews continue to make their way across the southeastern part of the state, stretching electric power lines as they go, and expect to be finished with the project on time.<\/a><\/p>\n

There are about a dozen towers left to be erected between Pine Island and the Mississippi River, and Tim Carlsgaard, a spokesperson for CapX2020, said he expects the foundations for that segment to be finished by the end of the month and the structures and power line stretching to be completed by late October or early November.<\/a><\/p>\n

The segment is part of a larger project that stretches from Hampton to La Crosse, Wis. The power lines will stretch between states, running through Pine Island and jumping across the Mississippi. One segment of thepower line is already up in northwest Rochester, and another one is planned for later next year.<\/a><\/p>\n<\/div>\n

\n

“The new CapX line that connects into (Rochester Public Utility) substation … has more than enough capacity to deliver energy to the entire city of Rochester during peak periods,” said RPU spokesman Tony Benson in an email.<\/a><\/p>\n<\/div>\n

\n

The project is part of CapX2020, a massive plan designed to upgrade the electric transmission system in parts of North Dakota, South Dakota, Minnesota and Wisconsin. In total, the plan will cost $2.2 billion, cover 800 miles and finish in late 2015.<\/a><\/p>\n<\/div>\n

\n

Benson said all 50,000 RPU customers in Rochester and those in the surrounding areas will benefit from project.<\/a><\/p>\n<\/div>\n

\n

“The entire CapX2020 transmission project will help to increase reliability across the Midwest,” he said. “Essentially, all electricity customers in Minnesota and the surrounding region will benefit from a more robust and reliable electric transmission system.”<\/a><\/p>\n<\/div>\n

\n

Not all customers have to wait until the project is finished in 2015, though.<\/a><\/p>\n<\/div>\n

\n

“We’re putting individual segments into service as we complete them,” Carlsgaard said.<\/a><\/p>\n<\/div>\n

\n

The segment from Hampton to La Crosse is about 150 miles and will cost about $500 million. Once completed, the new lines will increase reliability for energy consumers, and increase efficiency for transporting that energy.<\/a><\/p>\n<\/div>\n

\n

Carlsgaard said that because Rochester has grown so much, the city had a great need for more energy infrastructure. Especially, he added, as the hot summer months set in.<\/a><\/p>\n<\/div>\n

\n

“Rochester has reached its peak in terms of transmission lines into the city,” he said.<\/a><\/p>\n<\/div>\n

\n

Currently, crews are working in the Pine Island area to lay foundations and hoist towers into the air. In the next few weeks, crews in helicopters will string power lines between the towers.<\/a><\/p>\n<\/div>\n

\n

There will be a total of 1,050 towers, 1,000 feet apart, along the 150 mile project. They are all anchored with cement foundations that are rooted anywhere between 30 and 70 feet underground.<\/a><\/p>\n<\/div>\n

\n

Around the sites, CapX2020 crews work to minimize the number of cement splatters that fall among the grass and mud.<\/a><\/p>\n<\/div>\n

“(We’re) trying to do everything we can to get into those fields and have the least impact,” Carlsgaard said.<\/a><\/p>\n<\/div>\n

\n

He said that after the crews finish, it usually takes about a year for the immediate surroundings to return to normal. If the structures go up on farmland, though, the farmers are compensated for up to three years, or until production returns to normal, for any damages to their crops.<\/a><\/p>\n<\/div>\n

\n

The counties that are homes to the power lines are also receiving funds. Property taxes are paid to the county, the school districts, watershed districts and townships.<\/a><\/p>\n<\/div>\n
