{"id":5787,"date":"2014-11-01T12:13:24","date_gmt":"2014-11-01T19:13:24","guid":{"rendered":"http:\/\/nocapx2020.info\/?p=5787"},"modified":"2014-11-01T13:07:25","modified_gmt":"2014-11-01T20:07:25","slug":"look-what-awea-wants-for-us","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=5787","title":{"rendered":"Look what AWEA wants for us!"},"content":{"rendered":"<p><a href=\"https:\/\/legalectric.org\/f\/2014\/11\/AWEA-AEP-XmsnGrid.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-11156\" src=\"https:\/\/legalectric.org\/f\/2014\/11\/AWEA-AEP-XmsnGrid.jpg\" alt=\"AWEA-AEP XmsnGrid\" width=\"425\" height=\"273\" \/><\/a><\/p>\n<p>There&#8217;s the Forbes article about <span style=\"color: #ff0000;\"><a href=\"http:\/\/www.awea.org\/\"><span style=\"color: #ff0000;\"><strong>American Wind Energy Ass (AWEA)<\/strong><\/span><\/a><\/span> advocating for this massive mess of new 765 kV lines.<\/p>\n<blockquote><p><a href=\"http:\/\/www.forbes.com\/sites\/kensilverstein\/2014\/10\/29\/experts-reducing-carbon-emissions-and-increasing-grid-reliability-are-doable\/2\/\"><strong><span style=\"color: #ff0000;\">Experts: Reducing Carbon Emissions and Increasing Grid Reliability are Doable<\/span><\/strong><\/a><\/p><\/blockquote>\n<p>Experts?\u00c2\u00a0 Ummmm, <a href=\"http:\/\/www.awea.org\/\"><strong><span style=\"color: #ff0000;\">AWEA<\/span><\/strong><\/a>?\u00c2\u00a0 No, they are NOT transmission experts, they are only expert in doing what their masters pay them to do.\u00c2\u00a0 Here&#8217;s their &#8220;vision&#8221; from a couple of years ago:<\/p>\n<blockquote><p><strong><a href=\"https:\/\/legalectric.org\/f\/2014\/11\/GreenPowerSuperhighways.pdf\">Green Power Superhighways<\/a><\/strong><\/p>\n<p><strong><a href=\"http:\/\/www.windpowermonthly.com\/article\/1213931\/reflection-policy-build-grid-fit-clean-energy-future\" target=\"_blank\">Report &#8211;<\/a><\/strong><a href=\"http:\/\/www.windpowermonthly.com\/article\/1213931\/reflection-policy-build-grid-fit-clean-energy-future\" target=\"_blank\"> Update to the Superhighways report that AWEA\u00e2\u20ac\u2122s Michael Goggin wrote in fall 2013.<\/a><\/p><\/blockquote>\n<p>In Minnesota, there&#8217;s one paralleling the CapX 2020 line, then another cutting the state in two from Big Stone to the Metro, and another from Split Rock to Adams along I-90.\u00c2\u00a0 Who the hell do they think they are to advocate for this overkill of transmission?\u00c2\u00a0 And note that in the Dakotas, as always, they start at the big coal plants.\u00c2\u00a0 Infrastructure like this is the best way to assure coal never shuts down, adding capacity instead of shutting coal down and using that capacity.\u00c2\u00a0 And if they do it this way, then they can run our coal plants forever.\u00c2\u00a0 Oh, right&#8230; this is the plan <a href=\"http:\/\/www.aep.com\/\"><strong>AEP<\/strong><\/a> supports.<\/p>\n<p>First and foremost, remember that this is about economics &#8212; money and profit from building transmission and providing transmission service &#8212; the grid IS electrically reliable, so says NERC in its latest <strong><a href=\"https:\/\/legalectric.org\/f\/2014\/11\/State-of-Reliability-2013.pdf\">State of Reliability 2013<\/a><\/strong> Report:<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/2013StateofReliability.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-5809\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/2013StateofReliability-1024x475.png\" alt=\"2013StateofReliability\" width=\"438\" height=\"203\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/2013StateofReliability-1024x475.png 1024w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/2013StateofReliability-300x139.png 300w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/2013StateofReliability.png 1095w\" sizes=\"auto, (max-width: 438px) 100vw, 438px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>And here&#8217;s the NERC Report (one should be due out soon, used to be October, but they&#8217;ve pushed it back):<\/p>\n<blockquote><p><strong><a href=\"https:\/\/legalectric.org\/f\/2013\/12\/2013-NERC-Reliability-Assessment.pdf\">2013 NERC Reliability Assessment<\/a><\/strong><\/p><\/blockquote>\n<p>What strikes me is that so many are willing to believe that the electric grid is not &#8220;reliable&#8221; and are willing to attribute economic issues like &#8220;congestion&#8221; to claims that the system is not reliable.\u00c2\u00a0 And then there&#8217;s their successful effort to shift cost allocation so that the generators no longer pay for transmission necessary to access and safely operate the grid.\u00c2\u00a0 In the past, generators paid, but then in the gas plant surge over a decade ago, so many were built without transmission upgrades that we were in transmission deficit, evidenced in the 2001-2004 SW MN 345 kV Four Certificates of Need (MN PUC Docket 01-1958).\u00c2\u00a0 Check this TLTG Table, click for a larger version:<\/p>\n<p><a href=\"https:\/\/legalectric.org\/f\/2014\/11\/TLTG_1-H_PUCDocket01-1958.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-11160\" src=\"https:\/\/legalectric.org\/f\/2014\/11\/TLTG_1-H_PUCDocket01-1958.jpg\" alt=\"TLTG_1-H_PUCDocket01-1958\" width=\"432\" height=\"298\" \/><\/a>For their 1-H option, the one that the enviros agreed to in this project, acquiesced to (remember, this was the project where they got a group together and asked &#8220;What would it take to support this project?&#8221;), the system starts out with a 1475 MW deficit.\u00c2\u00a0 It&#8217;s not until they&#8217;ve fixed some long standing problems, such as the sagging Wilmarth line, and the FT. CALHOUN INTERFACE which is in the base case (!!!!), and after spending over $138 million including their wide ranging &#8220;base case&#8221; of necessary fixes, that they start actually adding some system capacity.\u00c2\u00a0 DOH!\u00c2\u00a0 Give me a break&#8230;<\/p>\n<p>The real problem is failure to make those added generators pay for fixing the system impacts, and then the desire to add wind projects without making them pay for system impacts, and more importantly, of wanting to add wind on top of the existing coal generation, without removing the coal which would make plenty of room for wind.\u00c2\u00a0 The price of their wanting to &#8220;find a way forward for coal.&#8221;<\/p>\n<p><span style=\"color: #ff0000;\"><a href=\"http:\/\/www.awea.org\/\"><span style=\"color: #ff0000;\"><strong>American Wind Energy Ass<\/strong><\/span><\/a><\/span>, how dare you.\u00c2\u00a0 This one&#8217;s for you:<\/p>\n<p><a href=\"https:\/\/legalectric.org\/f\/2008\/12\/horsesassaward.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2626\" src=\"https:\/\/legalectric.org\/f\/2008\/12\/horsesassaward.jpg\" alt=\"horsesassaward\" width=\"200\" height=\"200\" \/><\/a><\/p>\n<p>From AWEA&#8217;s 2012 IRS 990 (the most recent one on <a href=\"http:\/\/www.guidestar.org\"><span style=\"color: #ff0000;\"><strong>Guidestar<\/strong><\/span><\/a>), p. 25 and 29, they&#8217;re getting paid a lot:<\/p>\n<blockquote><p><strong><a href=\"https:\/\/legalectric.org\/f\/2014\/11\/AWEA_2012_IRS990_-521121931-09b8949c-9O.pdf\">AWEA_2012_IRS990<\/a><\/strong><\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-25.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-5788\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-25-1024x518.jpg\" alt=\"AWEA p 25\" width=\"475\" height=\"240\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-25-1024x518.jpg 1024w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-25-300x151.jpg 300w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-25.jpg 1065w\" sizes=\"auto, (max-width: 475px) 100vw, 475px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-29.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter  wp-image-5789\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-29.jpg\" alt=\"AWEA p 29\" width=\"479\" height=\"236\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-29.jpg 903w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/11\/AWEA-p-29-300x147.jpg 300w\" sizes=\"auto, (max-width: 479px) 100vw, 479px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>There&#8217;s the Forbes article about American Wind Energy Ass (AWEA) advocating for this massive mess of new 765 kV lines.
