{"id":6406,"date":"2016-04-28T09:04:41","date_gmt":"2016-04-28T16:04:41","guid":{"rendered":"http:\/\/nocapx2020.info\/?p=6406"},"modified":"2016-04-28T11:17:35","modified_gmt":"2016-04-28T18:17:35","slug":"put-on-your-waders-capx-2020-report","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=6406","title":{"rendered":"Put on your waders &#8212; CapX 2020 Report!"},"content":{"rendered":"<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6246\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2015\/10\/CapXCap1.jpg\" alt=\"CapXCap1\" width=\"395\" height=\"337\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2015\/10\/CapXCap1.jpg 526w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2015\/10\/CapXCap1-300x256.jpg 300w\" sizes=\"auto, (max-width: 395px) 100vw, 395px\" \/><\/p>\n<p class=\"field-headline\">It&#8217;s out, the report from U of M Humphrey School of Public Affairs about CapX 2020, headlining it as a &#8220;<a href=\"http:\/\/discover.umn.edu\/news\/science-technology\/model-addressing-climate-change\"><strong><span style=\"color: #ff0000;\">Model for addressing climate change.<\/span><\/strong><\/a>&#8220;<\/p>\n<blockquote>\n<p class=\"field-headline\"><a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/capx2020_final_report.pdf\"><strong>Transmission Planning and CapX 2020: Building Trust to Build Regional Transmission Systems<\/strong><\/a><\/p>\n<\/blockquote>\n<p class=\"field-headline\">Oh, please, this is all about coal, and you know it.\u00c2\u00a0 This is all about enabling marketing of electricity.\u00c2\u00a0 In fact, Xcel&#8217;s Tim Carlsbad testified most honestly that CapX 2020 was not for wind!\u00c2\u00a0 That&#8217;s because electrical energy isn&#8217;t ID&#8217;d by generation source, as Jimbo Alders also testified, and under FERC, discrimination in generation sources is not allowed, transmission must serve whatever is there.\u00c2\u00a0 And the report early on, p. 4, notes:<\/p>\n<blockquote>\n<p class=\"field-headline\"><em>Both North and South Dakota have strong wind resources and North Dakota also has low-BTU lignite<\/em><br \/>\n<em>coal resources that it wants to continue to use. New high-voltage transmission lines are needed to<\/em><br \/>\n<em>support the Dakotas\u00e2\u20ac\u2122 ability to export electricity to neighboring states.<\/em><\/p>\n<p class=\"field-headline\">See also: <a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2014\/06\/ICF-IndependentAssessmentMISOBenefits.pdf\"><span style=\"color: #ff0000;\"><strong>ICF-Independent Assessment MISO Benefits<\/strong><\/span><\/a><\/p>\n<\/blockquote>\n<p class=\"field-headline\">Anyway, here it is, and it&#8217;s much like Phyllis Reha&#8217;s puff piece promoting CapX 2020 years ago while she was on the Public Utilities Commission, that this is the model other states should use:<\/p>\n<blockquote>\n<p class=\"field-headline\"><strong><a href=\"http:\/\/www.energetics.com\/electricity_forum_2006\/pdfs\/reha.pdf\">MN PUC Commissioner Reha\u00e2\u20ac\u2122s Feb 15 2006 presentation promoting CapX 2020<\/a><\/strong><\/p>\n<\/blockquote>\n<p class=\"field-headline\">So put on your waders and reading glasses and have at it. Here&#8217;s the word on the\u00c2\u00a0<a href=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/Chapter-97-Revisor-of-Statutes.pdf\"><strong>2005 Transmission Omnibus Bill from Hell &#8211; Chapter 97 &#8211; Revisor of Statutes<\/strong><\/a> that gave Xcel and Co. just what they wanted, transmission as a revenue stream:<\/p>\n<p class=\"field-headline\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-6421\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/CapX_Xmsn2005.jpg\" alt=\"CapX_Xmsn2005\" width=\"625\" height=\"194\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/CapX_Xmsn2005.jpg 625w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/CapX_Xmsn2005-300x93.jpg 300w\" sizes=\"auto, (max-width: 625px) 100vw, 625px\" \/><\/p>\n<p class=\"field-headline\">And note how opposition is addressed, countered by an organization that received how much to promote transmission.\u00c2\u00a0 This is SO condescending:<\/p>\n<p class=\"field-headline\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6411\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/HumphreyCapXReport.jpg\" alt=\"HumphreyCapXReport\" width=\"445\" height=\"409\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/HumphreyCapXReport.jpg 632w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/HumphreyCapXReport-300x276.jpg 300w\" sizes=\"auto, (max-width: 445px) 100vw, 445px\" \/><\/p>\n<p class=\"field-headline\">&#8230; and opposition discounted because it&#8217;s so technical, what with load flow studies, energy consumption trends, how could we possibly understand.\u00c2\u00a0 We couldn&#8217;t possibly understand&#8230; nevermind that the decreased demand we warned of, and which demonstrated lack of need, was the reality that we were entering in 2008.<\/p>\n<p class=\"field-headline\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6413\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/XcelPeakDemand2000-2015.jpg\" alt=\"XcelPeakDemand2000-2015\" width=\"450\" height=\"245\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/XcelPeakDemand2000-2015.jpg 689w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/XcelPeakDemand2000-2015-300x163.jpg 300w\" sizes=\"auto, (max-width: 450px) 100vw, 450px\" \/><\/p>\n<p class=\"field-headline\">And remember Steve Rakow&#8217;s chart of demand, entered at the very end of the Certificate of Need hearing when demand was at issue???\u00c2\u00a0 In addition to NO identification of axis values, the trend he promoted, and which was adopted by the ALJ and Commission, has NOT happened, and instead Xcel is adjusting to the &#8220;new normal&#8221; and whining that the grid is only 55% utilized in its e21 and rate case filings.\u00c2\u00a0 Here&#8217;s Steve Rakow&#8217;s chart:<\/p>\n<p class=\"field-headline\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6412\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/rakownapkindemand.jpg\" alt=\"rakownapkindemand\" width=\"451\" height=\"335\" srcset=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/rakownapkindemand.jpg 615w, https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/rakownapkindemand-300x223.jpg 300w\" sizes=\"auto, (max-width: 451px) 100vw, 451px\" \/><\/p>\n<p class=\"field-headline\">Reality peak demand trajectory was lower than Rakow&#8217;s &#8220;slow growth&#8221; line, in fact, it&#8217;s the opposite from 2007 to present.\u00c2\u00a0 Suffice it to say:<\/p>\n<p class=\"field-headline\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-6416\" src=\"https:\/\/nocapx2020.info\/wp-content\/uploads\/2016\/04\/ManureSpreader.jpg\" alt=\"ManureSpreader\" width=\"237\" height=\"159\" \/><\/p>\n","protected":false},"excerpt":{"rendered":"<p>It&#8217;s out, the report from U of M Humphrey School of Public Affairs about CapX 2020, headlining it as a &#8220;Model for addressing climate change.&#8220;
