{"id":6702,"date":"2024-03-10T14:59:00","date_gmt":"2024-03-10T19:59:00","guid":{"rendered":"https:\/\/nocapx2020.info\/?p=6702"},"modified":"2024-03-30T15:09:37","modified_gmt":"2024-03-30T20:09:37","slug":"xcel-presents-on-irp-and-more-dry-casks","status":"publish","type":"post","link":"https:\/\/nocapx2020.info\/?p=6702","title":{"rendered":"Xcel presents on IRP and more dry casks"},"content":{"rendered":"\n<figure class=\"wp-block-image\"><a href=\"https:\/\/legalectric.org\/f\/2024\/03\/image-37.png\"><img decoding=\"async\" src=\"https:\/\/legalectric.org\/f\/2024\/03\/image-37.png\" alt=\"\" class=\"wp-image-26355\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s been old home week, errrrrr, month, for <strong><a href=\"http:\/\/xcelenergy.com\">Xcel Energy<\/a><\/strong> at the <strong><a href=\"http:\/\/red-wing.org\/381\/City-Council\">Red Wing City Council.<\/a><\/strong> The February 6th meeting was pretty wild,<strong> <a href=\"http:\/\/xcelenergy.com\">Xcel<\/a><\/strong> \u201cdecommissioning\u201d the emergency warning sirens and transferring costs to us (!) and their Emergency Plan. <strong><a href=\"https:\/\/legalectric.org\/weblog\/26333\/\">Here\u2019s the poop on that meeting.<\/a><\/strong> But now, we\u2019ve got more <a href=\"http:\/\/xcelenergy.com\"><strong>Xcel<\/strong><\/a> news. At the February 26th meeting, <strong><a href=\"http:\/\/xcelenergy.com\">Xcel<\/a><\/strong> dropped in for a presentation on the Integrated Resource Plan (IRP) and their application for additional casks at Prairie Island filed at the same time with the <strong><a href=\"https:\/\/mn.gov\/puc\/\">Public Utilities Commission (PUC)<\/a><\/strong>. I\u2019d given the Council a heads up on both a month ago so they had some time to get acquainted with the subjects.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/legalectric.org\/weblog\/26156\/\">More Nuclear Waste Casks at PINGP?<\/a><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">February 7th, 2024<\/h3>\n\n\n\n<h2 class=\"wp-block-heading\"><a href=\"https:\/\/legalectric.org\/weblog\/26102\/\">Xcel\u2019s new Integrated Resource Plan<\/a><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">February 5th, 2024<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Ross Lexvold presented for <strong><a href=\"http:\/\/xcelenergy.com\">Xcel<\/a><\/strong>, starting with the IRP, going on and on about the process and how \u201cstakeholders\u201d participated. Next time, how about sending the staff a pdf for the packet? And interesting point is that they plan to extend the garbage burner\u2019s permit for 20 years when it expires in 2027 (now, about that air permit?!?!). He also admitted they\u2019d be using natural gas to back up wind and solar, discussed batters more a bit later. Yawn, nothing really exciting. Lexvold expects public meeting on the IRP to be in mid-June, and that our area was going to get a hearing (so we\u2019d best pack the room, eh?).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s been accepted as Complete and referred to Office of Administrative Hearings. Xcel Energy has applied for additional casks for Prairie Island Nuclear Generating Plan, E002\/CN-24-68, filed just moments after the IRP. You can find the REVISED application here:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><a href=\"https:\/\/legalectric.org\/weblog\/26156\/\"><strong>More Nuclear Waste Casks at PINGP?<\/strong><\/a><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s a weird application, seems to have been written by committee. The first 7 chapters really SUCK, and then starting with Chapter 8, it\u2019s written more clearly (though there are focus problems in Chapter 9 again). Anyway, here\u2019s what I\u2019d filed Friday around 4p on behalf of Communities United for Responsible Energy:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><object data=\"https:\/\/legalectric.org\/f\/2024\/03\/CURE_Initial-Comments-Ex-A1-A2-B-1.pdf\" type=\"application\/pdf\"><\/object><a href=\"https:\/\/legalectric.org\/f\/2024\/03\/CURE_Initial-Comments-Ex-A1-A2-B-1.pdf\">CURE_Initial-Comments-Ex-A1-A2-B-1<\/a><a href=\"https:\/\/legalectric.org\/f\/2024\/03\/CURE_Initial-Comments-Ex-A1-A2-B-1.pdf\">Download<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That was the Initial round of Comments, and there are two more whacks at the apple:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/legalectric.org\/f\/2024\/03\/image-43.png\"><img decoding=\"async\" src=\"https:\/\/legalectric.org\/f\/2024\/03\/image-43.png\" alt=\"\" class=\"wp-image-26364\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Check the docket to see what all\u2019s been filed, and get to it, there\u2019s only a week!! What to write about? It\u2019s to be a reply in response to the Initial Comments filed in answer to these questions \u2014 lots of wiggle room in that last one:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/legalectric.org\/f\/2024\/03\/image-44.png\"><img decoding=\"async\" src=\"https:\/\/legalectric.org\/f\/2024\/03\/image-44.png\" alt=\"\" class=\"wp-image-26365\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">What\u2019s most notable in this application is that they have sufficient storage capacity to last at least to 2033. WHY APPLY NOW? IT\u2019S PREMATURE! They say they\u2019re going to be relicensing for 20 years, the licenses expire in 2033\/2034. That\u2019s a decade away. Things are changing dramatically in the energy world, and who knows what will be happening then, what new ideas will be found for generation, how we can better conserve, etc. So that\u2019s important to look at.
