  1. Hello David,

    With an existing uninterupted corridor in I-94 from St. Cloud to Fargo, I strongly urge a long look at the process in which the CAPX2020 could utilize this path. I would like to see a cost benefit analysis comparing underground lines using the corridor vs the conventional tower lines over a timeline of 5, 10, 20, & 30 years.
